Role and Context

The incumbent will be leading the rollout of a Global P2P System across the 10 Operating Companies under Ooredoo Group. 


The purpose of this role is to manage the selection and implementation of the Sourcing Systems which include Source to Settle, e-Auctions and e-RFQ systems as well as the knowledge management system in support of the Group Strategic Sourcing (GSS) aims of developing a centre-led sourcing category management and supplier relationship management function across the Ooredoo Group.


Ooredoo Group Strategic Sourcing is responsible for developing and implementing a sourcing strategy aligned with Ooredoo Group strategy (growth, financial, brand, etc.) and which matches the needs of the group OpCo's in their respective markets.


It's scope is coordinating sourcing activities and negotiating best terms with suppliers on major spend categories for Ooredoo Group through managing suppliers centrally where possible to ensure a 'one voice' strategy is communicated and to drive performance measures across all category sourcing to be implemented.


To realize synergies and savings, and master supplier relationships, the Group operating model needs to be supported by integrated sourcing systems and tools and implementation and training support coupled with a knowledge management process which will catalogue, store and control the distribution of information.


This role supports that aim through the management of the selection and management of those systems.


Role Accountabilities

Lead the adoption of the Spend Management Solution (PEARL SRM)

  • Ensures availability and usage of Group-wide integrated cost-effective systems, tools and knowledge base to support sourcing activities / processes and increase their efficiency
  • Collects user requirements to define system capabilities to further update and refine configurations for all systems used by Group Strategic Sourcing, including, spend management (i.e. spend analysis, e-sourcing, supplier relationship management and contract management)
  • Proposes adoption targets, objectives and measurements for both Group Strategic Sourcing and OpCo's, as well as continuously following up status and proposes corrective actions with OpCo Champions and colleagues in Group Strategic Sourcing.

Spend Analysis

  • Ensures availability and usage of the spend cube to support sourcing activities on key categories
  • Collects, validates and categorises purchase data from Group OpCo's and suppliers for consolidation into the spend cube
  • Establishes rules for spend classification and categorization aligned with the category sourcing teams
  • Creates, cleanses and updates material / service and vendor master data for use across Group OpCo's
  • Interacts with the Finance team to validate spend information and ensure traceability of data
  • Supports the Group category sourcing teams through ad-hoc analysis on category spend data


  • ​Leads together with Category Directors Opportunity Identification and Pipeline Development to create a Sourcing Wave Plan
  • Maintains Sourcing Project Tracker to review progress and identify / escalate potential issues
  • Develops and implements process template modification as applicable to map business requirements at regional / category level
  • Provides guidance on conducting sourcing projects and conducts knowledge sharing sessions on specific topics as identified to enable to conduct sourcing projects
  • Develop custom analytical reports

Contract Management

  • Designs and implements SIPM process template modifications as applicable to map business requirements at regional / category level
  • Maintains the supplier data base and makes sure the supplier on boarding process is up to date
  • Provides guidance on conducting performance projects and conduct knowledge sharing sessions on specific topics as identified to enable team to conduct surveys and performance reports
  • Develops custom analytical reports

Program, Change and Knowledge Management

  • Coordinates implementation of the Spend Management System serving the needs of Group and OpCo sourcing, legal and end-users in co-operation with stakeholder at Group and OpCo level
  • Develops a communications / education guideline for Ooredoo's spend management suite
  • Defines activities to achieve adoption targets (training, event support) and proposing timeline
  • Develops the Knowledge Management system taking into account the sensitivity of information
  • Facilitates sharing of best practices with OpCos and other Group functions
  • Conducts knowledge sharing sessions
  • Coordinates with category sourcing teams and local sourcing teams to integrate systems with suppliers and provide supplier training on spend management solutions
  • Together with the Senior Manager Reporting and Compliance prepare status reports (pipeline volume, bid results, buyers trained, sites visited, reactions, issues) as per agreed frequency


Experience and Qualifications

Minimum Experience & Essential Knowledge

  •  Minimum 10 years relevant procurement sourcing systems experience, of which 2 years should be in telecommunications
  • Experience in MENA preferred
  • Fluent in English (written and verbal)
  • Written / oral fluency in French / Arabic / Bahasa languages preferred but not mandatory
  • Extensive experience in systems identification and implementation including Knowledge Management systems
  • Significant understanding of procurement and order processing systems - their specification and their implementation and operation

Minimum Entry Qualifications

  • Minimum Bachelors degree qualification, preferable in an IT or business discipline
  • Proven experience in managing spend management suites (Ariba and preferably Emptoris)
