Job Role:

Role and Context

The purpose of the role is to provide Group-level expertise in Technology Planning and Performance of Mobile and Fixed network .

Lead and manage a team of planning and Performance experts to deliver on team objectives agreed between Group CTOs and individual OPCOs.

The Technology Planning and Performance team is a group-level team that oversees OPCO technology services, planning and budgeting to ensure alignment with Group Technology Roadmaps; defines and monitors technology KPIs, targets and milestones for effective Technology performance management and works either remotely or in-country on specific goals mutually agreed with the OPCOs.

Aim is to develop world-class architectures, capital efficient plans, and competitively performing solutions in conjunction with the OPCOs; to transfer best-practice planning, design, implementation, operation and reporting techniques to the OPCO in line with group best practice, architectures and roadmaps; and to contribute to group architecture, roadmap and practices development.

This role supports that aim through working closely with other members of the group-level technology team to drive the development and dissemination of the Information technology road maps and vision.

Role Accountabilities

  • Drive and support definition of Group-wide technology evolution strategy, aligned with overall Group strategy.


  • Drive and support the review of operating company strategic plans and budgets for Technologies and assess them for alignment to the overall group strategic plan and aims, identifying any misalignment or gaps and working with the OpCo’s to achieve alignment.


  • Closely collaborates with other members of the technology team to drive overall vision, strategy, technology road maps, world-class network architectures, and enable capital efficient network plans.


  • Drive and support the review of OpCo projects and orders ensuring alignment with Group price books, practices, architectures and roadmaps.


  • Drive and support the establishment of Group-wide guidelines, standards, and KPIs to support Technology solutions and platform performance, capacity monitoring and dimensioning.


  • Monitor SLAs and KPIs for all OpCos.


  • Liaise with Group Strategy to review OpCo business and technology plans and align on relevant performance targets and KPIs.


  • Support Group Planning & Performance Management in performance reviews and proposing corrective measures.


  • Participate in the development, analysis and review of technical/cost modelling for business cases/TCO, RFI/RFQ specifications and evaluations and technical/commercial trials of relevant technologies.


  • Input into the development of Group-level Technology roadmaps and architecture best practices.


  • Support the Competency Centres under the Technology Leadership Team (TLT) direction.

Experience and Qualifications

  • 15 years’ experience directly related to the duties and responsibilities specified.


  • Previously held position of CTO Head of planning and engineering at a major telecommunications operating company.


  • International experience, preferably in the MENA region.


  • In-depth working knowledge of IT, RAN, Core Networks and Service Delivery is mandatory.


  • Extensive hands-on experience in the planning, design and implementation and operation of Technology Systems in mobile networks.


  • Experience in IT Governance, ITIL, and Enterprise Architecture very desirable.


  • Very wide Telco NT, BSS and OSS knowledge and experience.


  • Vast knowledge of key mobile telecom IT & NT system, platforms and technologies, including hardware and software components.


  • Strong knowledge of IT& NT application and infrastructure technologies and end-to-end planning practices, implementation methods and cost optimisation strategies, with a speciality in information technology.


  • Knowledge and experience in systems integration techniques, system engineering, systems management.


  • Current working experience with Information Technology products from group frame vendors very desirable.


  • Proven ability to translate marketing needs into engineering targets, ability to guide marketing through that process, and contribute to strategy formulation.


  • Current working experience with CS, PS and IMS products from group frame vendors (Ericsson, Huawei & NSN)


  • Ability to translate commercial/business needs into engineering targets and able to guide commercial/business through formulation of ideas for Technology targets.


  • Engineering Degree or equivalent.


  • Industry training in RAN, core network and VAS platform technologies preferred.


  • International experience, preferably in the MENA region.
