Job Role:

Role and Context

The core purpose of this job is to lead IT SW category (Charging & Billing Systems, Enterprise SW Licensing and annual support etc.) sourcing activities and coordinating sourcing resources across Ooredoo Group operating companies (OpCos).

 

Ooredoo Group Strategic Sourcing is responsible developing and implementing a sourcing strategy aligned with Ooredoo group strategy (growth, financial, brand etc.) and which matches the needs of the group OpCo’s in their respective markets.

 

It’s scope is coordinating sourcing activities and negotiating best terms with suppliers on major spend categories for Ooredoo Group through managing suppliers centrally where possible to ensure a ‘one voice’ strategy is communicated and to drive performance measures across all category sourcing to be implemented.

 

This role supports those aims through leading the IT SW sourcing category function.

Role Accountabilities

 Strategy definition and communication:

  • Manage the IT SW category, developing and executing centre-led sourcing strategies and coordinating locally-led sourcing activities.

       

  • Interact with Group CxOs and OpCo leadership teams to define the IT SW Sourcing roadmap for implementation of category sourcing initiatives.

      

  • Manage the internal and external category profiling (i.e., spend analysis, demand analysis, supply market analysis) and identification of potential levers to lower total cost.

      

  • Support the IT Sourcing Director in defining category specific sourcing policies and procedures (e.g., single sourcing, supplier panels, etc.)

     

  • Build strong collaborative networks and communicates with internal Group stakeholders and relevant OpCo stakeholders to ensure alignment on the category sourcing strategies.    

 

Tendering, negotiation and contract management:

  • Manage IT SW category sourcing activities, supervising centre-led and locally-led sourcing teams.

     

  • Manage the tendering process, evaluation of submissions and selection of IT SW suppliers on behalf of Group OpCos, leveraging the consolidated buying power of the Group.

     

  • Manage the development, negotiation and implementation of Group Sourcing Contracts (GSCs)

     

  • Conduct effective change management with stakeholders post-implementation to realise value from initiatives.

 

  • Manage contract change requests from OpCos  and escalates to the Sourcing head as appropriate.

 

Supplier relationship management (SRM):

  • Support the development of suppliers’ KPIs and scorecard and manages the collection of supplier performance data.

 

  • Manage the relationships with suppliers to drive improvements in supplier performance. and conducts regular supplier reviews.   

 

Performance reporting and compliance:

  • Support the development of measurable category objectives and targets, and produces regular reports.

     

  • Promote compliance across Ooredoo Group on GSCs and Group policies, processes and procedures.

 

People management:

  • Supervise Group Sourcing Buyers and local sourcing teams on category sourcing activities, provides guidance and support, monitors and prioritizes workload.

Experience and Qualifications

  • Minimum 12 years relevant strategic sourcing or category management experience, of which 4 years should be in Group Telcom.

     

  • Proven experience in managing IT SW category and implementing sourcing strategies across multiple operating companies.

     

  • Proven expertise in managing and negotiating with suppliers in relevant supplier markets within Telecommunications.

     

  • Fluent in English (both written and verbal).

     

  • Experience in MENA preferred.

     

  • Written/oral fluency in French/Arabic/Bahasa languages is preferred but not mandatory.

 

  • Minimum bachelor degree qualification, preferably should be in IT discipline .

 

  • Preferably certified by a relevant professional body (e.g., CIPS, CPM) or qualified with a relevant Master’s degree (e.g., Supply Management).

  • Advanced category expertise relevant to telecommunications and the categories in scope of responsibility.

     

  • Advanced contract management skills with proven experience in developing relevant legal contractual terms and conditions.

     

  • Project management.

     

  • Expert sourcing and supplier management skills specially for IT SW, with a proven ability to challenge teams on key decisions and lead negotiations with strategic suppliers.

     

  • Advanced relevant computer skills (MS Office, ERP systems, e-procurement systems, including Ariba and Empotoris)

  • Advanced analytical thinking skills and adept at analyzing and synthesizing complex data to develop valid recommendations.
